There are many accusations against Congress as being ineffective in its oversight of the federal bureaucracy. However, there are many powers delegated to Congress by the Constitution that makes it effective. Congress has the power to remove presidents, vice-presidents and federal judges, control budget given to the executive, power to confirm, power to have investigations and other powers. Its two most effective powers in oversight of the federal bureaucracy is power to remove officers and the power to confirm and the power to control the budget.
It is not right to keep corrupt and non-upstanding citizens in office. To solve this problem of a possible tyrant in commission, the Constitution gave the Senate and House to remove officials for committing "high crimes and misdemeanors." This keeps those in office from harm out of the government. Congress can also check officials before they get into office. Although the president can make nominations, they are not decisive.
