“To Be Fair or To Be Kind” In our current governmental voting system, we have a majority rule, winner-take-all policy. This system has worked for us for centuries, but is it the best method for voting? Lani Guinier does not believe so. In “Second Proms and Second Primaries: The Limits of Majority Rule” Guinier argues the aspect, and the cons of our current voting system and why it should be changed to a proportional voting system. And, in De Waal’s eyes, the voting system should be changed to a more altruistic view. I, however feel that the current governmental system should be changed in my own views. In the following paragraphs, all of this will be discussed in greater detail. Lani Guinier states that our voting system is unfair to black people because “…42 percent of blacks lack any vehicle, while only nine percent of the white population Heines 2 are similarly handicapped; and 30 percent of blacks-compared to 11 percent of whites-have no telephone (Guinier 341).” She goes on to say that the reason this is unfair is because that because black people will not know about last minute changes in voting locations. I can only find one problem with her logic though, that is the fact that this problem has nothing to do with race, but with poverty instead. Another one of Guinier’s solutions to the way we vote is a proportional voting system.
