Foreign policy has been a great source of power for the presidency. Nixon, Reagan, Clinton, Bush senior and junior are among the presidents that had significant contributions in shaping the United States' military in light of foreign policy. Among the notable initiatives is the Strategic Defense Initiative proposed by President Reagan. Since the initial assertions of the initiative, it has been criticized by the international community because it violated international treaties. Despite the high cost of research and development, as well as maintenance cost, the Star Wars defense system still fails to provide an sufficient protection against current potential threats of major nations, minor nations, and terrorists.
