The government has been spying on its citizens for years. The system was instituted prior to the red scare and was implemented as a way of ferreting out "communists" and "spies". Many innocent peoples lives were ruined during this time period because people were given rewards or told that if they gave names of people that might have been involved they would be released. People began to just give names to get themselves out of trouble. The situation of which you are speaking of is the homeland security act. The homeland security act is to be implemented on March 1st of 2003. The bill was finally approved by the house on the 25th of this month after much controversy and was highly disputed by the ACLU and other civil rights agencies. The act is to include but is not limited to a conglomeration of all departments of state and local government as well as federal departments. The bill gives the president power to do anything he deems necessary in any situation without having to consult or get the approval of the house and other representatives. It also gives him and any other government official immediate access to all information pertaining to you if they so desire including your present location.
