Before 1996, New Zealand electoral system is FPP-the first post the past. Under FPP, the government is dominated by one party. The most popular party who win the majority of votes usually occupies most of seats in the parliament. Usually the seat number is not proportional to the number of vote the party get. This kind of system encouraged formation of strong and single-party government which is unfair in representation because minor party were often no seat in parliament. Until 1996, the system shifted to MPP-Mixed Member Proportional. Under MMP, each voter has two votes. By using these two votes, the voters can choose any party and candidate they prefer to represent their interest. The MPP is regarded as the system which overcomes the problems of FPP.
