INTRODUCTION
After working for one year in a senior management level position at Human Resource Department at YUAN Group, Eva Chen is reflecting on her accomplishments. She had implemented many new HR systems and completed many important projects. Under her supervision HR department became creative and influential strategic partner, but the staff satisfaction decreased due to the heavy workload.

BUSINESS SITUATION
Eva was brought into HR department from an administrative position in one of the group companies. Unlike her predecessor, she became a senior manager of the HR department, in charge of 11 companies with the staff of 10 people.
Eva's first concern became overall competitiveness in the new "global market" terms. 50% of the company's revenues came from domestic market and Eva feared that other senior managers weren't aggressive enough to face approaching global challenges. In this situation, she felt that it was HR department responsibility to spearhead the necessary change to ensure company's growth.
Being certain that changes needed to be made, Eva implemented many new HR systems, involving replacing annual company outgoings with monthly meetings, conducting employee surveys, introducing new performance evaluation and bonus sharing systems, initiating a benchmarking study and management capability diagnosis.
