“ A world once divided into two camps now recognizes one sole and pre-eminent power, the United States of America. ... They trust us to do what’s right. ... we must adopt the concept of imminent threat to the capabilities and objectives of today’s adversaries…… to forestall or prevent hostile acts by our adversaries, the United States will if necessary, act pre-emptively. ... A multilateral world order, in which the US, along with other nations and international organisations, would play a leading role in maintaining peace and stability. ... Bush speaking a year after the tragic events of September 11, 2001, gave a clear indication of the US’s unilateral approach to combating the threat of terrorism with what was in affect, an endorsement of pre-emptive action against so-called rogue states and state sponsored terrorism.
The objective of this paper is to establish how America’s role as a superpower, changed with the ending of the Cold War. ... The state of the world economy after the end of the Cold War, analysis of the US’s systematic interventions in areas of conflict. The American position in a post Cold War era, has the US pursued a multilateral or unilateral approach in dealing with issues of national and international security? ... At the same time, this paper does not fully excuse the US administrations role and responsibilities as the world’s only remaining superpower. ...
Since those dramatic events in Moscow, 1991, that marked the end of the Cold War period. ... There can be no doubt that the United States played a leading role in assisting to bring about a new world order. ... The subsequent poor economic performance of western Europe’s major nations and Japan’s, during the 1990’s, enabled the US to dictate the pace of modernisation in eastern Europe. ... Nevertheless the eagerness to imitate the American model, by adopting its political systems, economic structures and accepting its cultural values, together with its booming economy, unrivalled military and global influence, led to the US in assuming the self-proclaimed and generally acknowledged role of world leader.
What became increasingly evident particularly during the last fifteen years was that, America was no longer an isolationist state. Numerous military interventions overseas, to which the gulf-war, NATO air strikes over Serbia and the recent Iraqi Invasion, all served as an example of selective policy engagement. The role of world policeman, was met with mixed feelings by the international community, who were sceptical of US motives, of imposing their version of democracy on less developed nations. ... ”[3]
US ambivalence, since the end of the Cold War, in policing world affairs has consistently alternated, from a very moderate form of multi-lateralism to an extreme conception of uni-lateralism. ... The military interventions in the immediate post cold war era were justified to a certain extent. ... Civil war and ethnic cleansing was raging in former Yugoslavia and the US answered the call for intervention. ... America played an active role in other areas such as, trade rules, financial crisis and human rights, acting very much by improvisation, rather than any clear and coherent strategy, the US secured its global hegemony during the 1990’s.
