The chairman and founder, W. H. Walton of Walton International wanted Claire McCloud to take on a division of her own after only two years of working closely with him. In 1976, (OWS) Optical Wavelength Specialists had been acquired by Walton International. The hope was that this acquisition would provide a new source of financing and independence for Walton International. Further, the beliefs were that OWS would combine its electronics capabilities with experience in fiber optics technology to gain a foothold in what was believed to be a rapidly growing industry fiber optics. OWS manufactured a broad line of fiber optics modulators and demodulators using both LEDs and lasers as optical sources. However, since the acquisition, the sales went had gone flat and leadership had deteriorated. Further R & D had serious problems changing specifications on existing and new products without notification of other departments - so it seemed that nothing was working.
