On October 23, 2000, President Clinton signed legislation that required each
state to pass a 0.08 percent blood alcohol concentration (BAC) law. The States of
America have until October 1, 2003, to accept the new 0.08 percent BAC law. ... I thought so, too, but the
government of the United States of America thought that it needed to be lowered. They
believe there are too many underage people drinking and driving drunk and that lowering
the BAC will reduce the number of minors drinking and driving. They also believe
lowering the BAC will help reduce the number of legal age drinkers, drinking and driving
drunk. But they are not going to change the percentage of underage drinking and driving
by attacking the BAC law. ... I recently polled minors concerning the new BAC law.
