Kashmir problem



HISTORY OF THE PROBLEM-In 1947, Great Britain divided its Indian Empire, partitioning India into two states- the Hindu Dominated (but secular) state of India, and the newly formed Muslim state of Pakistan. Ever since partition, the territory of Jammu and Kashmir has been under constant dispute. At the time of partition, Kashmir remained an autonomous state, belonging neither to India nor Pakistan. In 1947, Pakistani forces invaded Kashmir and terrorized the people of the land. Realising that Kashmir could not survive as an independent state, its ruler, Maharaja Hari Singh signed the instrument of accession to India, seeking the aid of the Indian Army to fight the invading Pakistanis. The resulting war lasted till 1949, when the United Nations intervened, calling for a cease-fire, deciding that Kashmir would be divided into POK (Pakistan occupied Kashmir) and the Indian held territory of Kashmir. Ever since, both countries have remained adamant in their assertion that the state of Kashmir belongs entirely to them. ... In 1999, Islamic terrorists backed by Pakistani army regulars infiltrated Kashmir. ... The tension between India and Pakistan intensified again in the year 2001-2002, when Islamic terrorists, trained and recruited by Pakistan, attempted to infiltrate parts of Kashmir. Till date, these Pakistan-sponsored terrorists continue to wreak havoc in Kashmir. In January 2002, Pakistan formally denied any sort of involvement with the terrorist groups and called upon India to resolve the situation in Kashmir through dialogue. ... Attempted negotiations through dialogue have been continuing on and off since decades, each time failing to yield a concrete solution to the Kashmir issue. ... They agreed to demarcate a line of control in Kashmir, a direct result of the the cease-fire, and endorsed settlement of bilateral disputes through peaceful means. ...

THE OPINION OF OTHERS ON HAVING NEGOTIATIONS- Former Indian Prime Ministers, analysts and experts advised Prime Minister Vajpayee regarding the talks, saying that he was putting to much hope on Musharraf for resolving the issue, considering he was the same man who had rejected the Lahore Declaration, launched the Kargil intrusion and had been sending jehadi (revenge) groups from Pakistan for the liberation of Jammu and Kashmir. ... Pakistan expressed shock over India’s decision to revoke the ceasefire in Kashmir, while Indian foreign ministry spokespersons insisted that there has been no pre-contact with their Pakistani counterparts before the sending of the official invitation. ... The leaders of the Hurriyat had always maintained that the only way a fair solution to the Kashmir issue could be formed was through tripartite talks – between India, Pakistan and the Kashmiri people (who the Hurriyat believes they represent). ... He later added that he would be visiting India with an “open mind” but will defiantly be taking up the Kashmir issue “forcefully”. He also said that there would be no radical changes in Islamabad’s firm stand on the issue of Kashmir. ... Furthermore, Musharraf rejected both the Shimla agreement and the Lahore declaration- Anyone, any leadership in Pakistan that makes any agreements, any deals where Kashmir is sidelined, I can say with full certainty, that declaration, or that treaty, will never go forward because the people wont let it go forward.
