PRIVACY
Privacy is the individual's right to determine for themselves what information about them is communicated to others. There is no universal right to privacy however, there are laws defining certain aspects of privacy. There is widespread concern about personal data being disclosed because the information can be misused in a harmful way, potentially restricting people's freedom and self-determination. An example of this is 'database marketing' where information may be seen as a commodity to be brought and sold because companies literally buy information. Companies then specifically market messages to targeted customer groups.
SURVEILLANCE
Generally governments regard surveillance through data collection as necessary in managing social problems. This can lead to 'gate-keeping' which is the restriction of an individuals use of services, benefits, privileges or opportunities i.e. banning hooligans from football matches.
