Despite long-standing attention to the problem, there is a growing perception that not all public schools are safe places of learning, and media reports highlight specific school-based violent acts. More than half of U.S. public schools reported experiencing at least one crime incident in school year 1996-97, and 1 in 10 schools reported at least one serious violent crime during that school year. The attention is justified by the abundance of media coverage on a number of recent school shootings. Violent behavior among children and adolescents in school are not unique to, large or small communities, nor is it unique to inner city or single ethnic group. Fear of children is at the heart of zero tolerance, policies stating there will be no excuse for violating certain school rules. Violence in the schools has been a great concern in our society as a whole.
