The World Wide Web is a collection of computers and servers spanning the globe, each one broadcasting information that cans be viewed by anyone who has access to a Personal Computer (PC). The Web now not only acts as a means of communication and a tool for displaying information, but it has also become a magnet to crime. Web sites exhibiting material of offensive content such as Pornography and Nazism are of major concern to a government wishing to promote the internet. ...
However, the principal reason that the Web has thrived is that the range of material available on it is such that it can provide for almost anyone in one way or another. This is partly because of the absence of a regulatory body, but also as a result of people being able to use their own discretion when using the web. It follows that intervention by the government on the web will affect this healthy balance of “no regulation” and “self regulation” thus retracting from it’s appealing nature.
This said, many people would feel more inclined to use the web if they knew they were being shielded from it’s harmful content. ... If the government were to gain control of the web, restricting access to any sites with offensive content, the confidence of parents and other such people would be gained. ... Their so-called internet is isolated from the “Western Web” by software installed on every web accessible computer which blocks all sites containing unwanted material and allows the state to keep a watchful eye on the people using it. ... Unfortunately for the government to make installing such software compulsory would only detract from the appealing nature of the web, as filtering often blocks too much, or too little information. Many sites which display obscene or offensive material are too heavily disguised and often the web address bears no reference to its content, both of which deceive filtering software.
