Catholic were becoming and increasing threat to Elizabeth because Catholics did not except the marriage to Henry VIII, so Catholics thought that the rightful queen was Mary, Elizabeths cousin. If Elizabeth wanted to make herself the rightful queen then she would have to marry and have a child. The Catholics were a big threat because Mary was a catholic and they would rather that they had a catholic queen instead of a protestant, which Elizabeth was.
Elizabeths government dealt with the threat by making it illegal to be a catholic priest or to even help one, making it impossible for catholic priest to get in making the Catholics with no priest. ...
The only problem the government faced was that the Catholics were still planning plots to put Mary onto the throne instead of Elizabeth.
