The Healthy Options Promoting Esteem (HOPE) Project, a program operated by Parental Awareness and Responsibility (PAR) was started in October 1996 to help meet the needs of street-walking prostitutes in Pinellas County, Florida. The purpose of the program funded by the Byrne grant, was to decrease the severity and incidence of social problems related to the use of elicit drugs. ... The purpose of this study is to examine the impact of the closure of an outreach and case management program for women engaged in street prostitution in Florida and seeks to retrospectively assess the impact of the program on participants lives and their criminal behavior.
