Possibility of Partnering with Government Projects
Basically the government programs are hard for IL to get into to play its facilitation role. When a project is established, the governments involved will select well-established agencies as partners to carry out the projects. The projects are relatively longer than that IL is engaged in. For example, the Canadian International Development Agency's Russia Corporate Governance Training Program (Project No: Z011379, Project Duration: 2000/02 - 2003/12, CIDA Contribution: 2,949,524) chose Schulich School of Business of York University as the Canadian Partner; while the Russian government chose State University Higher School of Economics as the Russian Partner.
The World Bank is a Competitor to IL rather than a Partner
The World Bank has many programs that targeted at international learning and knowledge sharing between its member countries. Also it carries out in a way that it facilities the projects by its own staff and partners with governments involved. Just list a few of the programs: InfoDev, is a global grant program to promote innovative projects on the use of information and communication technologies for economic and social development. Global Development Learning Network, links decision makers around the globe, through telecommunications systems, as participants in global learning activities. Global Facilitation Partnership Distance Learning Initiative aims at providing the best know-how in the field of trade, transport and logistics to professionals through partnerships between industry leaders and professional associations in the delivery of certified distance learning programs. The Banking and Finance program offers financial sector policymakers, regulators, private sector practitioners, World Bank staff, and academics cutting-edge policy advice and forums where they can share multidisciplinary perspectives...
