The main focus of this paper will be a case study of Brazil examining specifically the role democracy has played in the development of Brazil as a country. The history of Brazilian politics has been largely dominated by swings between centralized and decentralized political rule, the recent transition to democracy has been no exception. It was as recently as 1964 when the current authoritarian regime attempted to centralize the government. It wasn't until 1982 when, "Brazil took a big step toward democracy by having elections for governors, this lead to the drafting of the 1988 constitution which further decentralized fiscal and policy resources to subnational government." The current state of Brazil is towards continued decentralization; examined in the following will be the relationship between decentralization and democracy. The definitions of development and democracy will also be stated as it relates to Brazil in particular. The preceding will also contain a brief overview of Brazil's political history, the current government, how the politics have been shaped by development, who have benefited from the developmental policies and what has been the social impact of same.
The history of Brazilian politics is marred by instability and constant changes to policies and government, the constitution itself has undergone several dramatic changes. The states had complete control until 1930, it was "Between 1985 and 1994 when Brazil went through a painfully eventful period of political democratization combined with traumatic economic times. While the first half of the 1980s was dominated by the political of transition to democracy, the second half of the decade and the early 1990s were plagued by economic disorganization, most notably extremely high inflation, which became the most pressing political issue...
