The minaret is a traditional part of a mosque. It is located at the entrance to a mosque of at one of the corners. The muezzin, who calls people to prayer by chanting from the top of the tower, called the shahada, generally uses it. Often a recorded 'call' is used today, but back in the day a person would get up there and chant the saying to summon people to do one of the five daily prayers needed to be a muslim. The call to prayer is given inside the mosque in today's Islamic community. The institution of muezzin belongs to the customs of the prophet Muhammad's own time. The first muezzin was Bilal, who walked the streets to call the believers to come to prayer.
Large parts of the custom was undecided by the death of Muhammad: Which way one should choose for the calling, where it should be performed. Today if you visited an islam country you would probably hear the call, the first one takes place at five in the morning. The activities of the muezzin eventually developed into rituals by themselves...
