... For fourteen days, we believed that a nuclear war might begin at any second. I am referring to the Cuban missile crisis, when it was believed that there were nuclear missiles located in Cuba, aimed at targets within the United States. ... However, decisions are being made as I speak that could bring nuclear terror such as this into fruition again. ... The bill that I am referring to is legislation that would allow the military to once again begin the testing of nuclear weapons on American soil. ... The weapon that is under dispute is a similar weapon, only nuclear powered. It would be a bomb or missile, designed to pierce the ground and detonate a one-kiloton nuclear warhead at a designated depth. For reference, the nuclear warhead dropped on Hiroshima in World War Two was a ten-kiloton bomb. The logic that politicians use for the development of such a weapon is that the heat from the nuclear detonation would effectively destroy any chemical or biological agents in these bunkers.
Proponents of this program also attempt to emphasize that this weapon can be used in close proximity to urban or other heavily populated areas since they claim the destructive nuclear power would be contained underground. ... While this is truly significant, scientific studies have shown that a one-kiloton nuclear weapon would need to reach an amazing depth of over three hundred feet in order for the fallout to be contained.
