In order to understand the major bureaucratic differences between the State Department and the National Military Establishment and Intelligence Community you must first examine the goals of each organization. While the principal role of the State department is to represent the government overseas, the National Military establishment main purpose is to defend and protect the government and the state, the Intelligence community creates even more varied goals for its organization encompassing intelligence, counter intelligence and cryptology.
The main purpose of the State Department's bureaucracy is to represent the government overseas. This duty encompasses conducting diplomacy and negotiations abroad. The State Department is also responsible for representing the views of foreign governments. This is a key role because there are almost 200 foreign governments that maintain embassies in Washington; the State Department is responsible for interacting with all of these embassies and learning their official position on international issues and then communicating those issues to the US government. The State Department's bureaucracy has evolved to encompass all of these goals.
The National Military Establishment is best represented by the Department of Defense, or the DOD, the Department of Defense is a central organization that houses most of the military. While the State Department plays key roles in dealing with foreign governments its importance has declined in recent years due to the reliance of force, the DOD as a bureaucratic organization has, as a result, risen in importance.
