Agrarian reform, often called land reform, is a shift in power relations. It is usually associated with dispersing large land holds. These land holds are divided into smaller plots of land and are given to landless workers at the expense of the large landowners. Now, these workers are rural landholders and should be able to earn enough to alleviate them of hunger.
Agrarian reform is a major change in an existing pattern of society. It requires extreme changes in economic and political affairs. It takes an alliance of social efforts to drive land reform. The economic and political affairs are often controlled by the very people who are expected to disperse their land. Thus you see great opposition from these people, and more often than not, these wealthy landowners get their way. This is very true of Latin America...
