The code of laws was a collection of laws that were mostly made up by judges in the past He took these incomplete and incomprehensive laws and transformed them into “the world’s first written comprehensive law codes”. Although laws did exist before Hammurabi’s, they were mostly oral and some written but fragmentary. The laws were discovered in 1901 by a team of French archeologists in Ancient Elam, present day Susa, Iraq.
