Pro Argument
It was a beautiful day in Hilltown Township, Pennsylvania. Two year old Morgan Lee Pena was taking a walk with her mother Patricia. They were crossing the street at the corner where there was a stop sign, when a driver attempting to dial his cell phone ran the stop sign. Little Morgan was hit by the vehicle, and was killed. The 27 year old driver is being charged with reckless driving instead of vehicular manslaughter, meaning that his punishment will be small. Accidents like this can be reduced by passing a law that forbids cell phones to be used by the operators of motor vehicles.
According to www.nejm.com, A February 13, 1997, study published in the New England Journal of Medicine, found that using a cell phone while trying to operate a motor vehicle increased your chance of collision by more than 400 percent.
