[ Good and Evil ]
"So, Lone Star, now you will see that evil will always triumph because good is dumb!"
One of the concepts expressed within the book is the definition of good and evil. Voldemort is evil and Dumbledore is good. The concepts of good and evil are often used to express points and flesh out plot within all stories, and are often the main focus and the drive of the entire book. The evil people are vile and twisted and trying to take over the something [the world/universe/etc] or other or get the random plot device artifact. However, the Ministry of Magic, who is supposed to, ironically enough, be a symbol of order and justice whose standing for the side of good and maybe some kind of symbol for security and the sanity of the world state, breaks the clich definitions of good and evil for the Harry Potter books.
Since book two, when we're first introduced to a Ministry figure, Cornelius Fudge, who is the Minister of Magic, and comparable to Prime Minister Tony Blair. While he may stand as a figure of order and respect within the Wizarding World, we discover how less informed he is than Harry, Ron, and Hermione. Harry learns the truth of Sirius Black and Peter Pettigrew and helps his Godfather escape, while the Minister shuffles off deciding that the security on Hogwarts must be pretty light for Sirius to escape.
By book four, Fudge, who is quite obviously afraid of Dumbledore, goes into a period of denial...
