1861-1865 Civil War (population 22 million people in the North, 9 million in South {30% southerners were slaves| 3/5 a slave equaled a person}).
1849 69 congressmen and senators from the south went to Washington D.C.; Calhoun emerged as the leader and accused the North of committing numerous "acts of aggression against the South." Calhoun petitioned that the North was out to destroy the southern way of life and he cited the individual laws prohibiting slavery in various territories and the problems southerners were having recapturing their (5th Amendment rights of property) slaves. Thus the Fugitive Slave law was enacted and became part of the Compromise of 1850. It stated that the North would return slaves to the south, if a slave could not provide papers to prove Freedom, Slave Hunters would turn the slaves in for a reward of $25 per slave. Plantation owners would pay the return fee and the Government would pay the other because they made the Slave Law.
The Compromise divided Mexico into two territories, Utah and New Mexico and it also separated Nebraska into Kansas and Nebraska. The purpose of the compromise was to allow any states below Missouri to be slave states and everything to the north and west were Free states...
