There are many issues where high stakes testing are concerned. High stakes testing are tests, which are norm-referenced tests. Some of the issues are it has one direct question, time, rewarding schools and teachers, effect on poor students, validity and cheating
Examinations dominate a Malaysian students life. They are graded according to the achievement they obtained in the test and examination. Major high sakes testing are usually carried out once year at the end of certain level or terms. The test was being used to drive high stakes decision affecting students and school. Nothing is more impor-tant than preparing for and passing an examination in order to get a place in a university or other institution of higher learning. All schools in Malaysia tend to lay strong empha-sis on the result of the examination A student has to pass all the examinations and ob-tain the necessary certificates. .
