there's a healthcare facility in the United States of America that still allows smoking, I haven't heard about it. I might want to transfer there, though. Enforcing tobacco use policy is dangerous to your health.
Where I work, smoking is permitted only in designated smoking areas. For patients who can't leave their rooms, that means they can't smoke. (Oh, if by some stretch they can convince their doctors that they're so addicted that going without will seriously affect their ability to recover, then maybe they'll be allowed to smoke in the rooms. Fans get moved in, ventilation systems get turned off, smoke sensors get locked out of the loop, etc. Big headache and, luckily, it almost never happens anymore.)
The bad thing about enforcing smoking policies is that there's not much you can do. It's not like you can down somebody and cuff him for smoking...
