Prison Labor once viewed as indispensable for restoring a healthy relationship between the criminal and society, was made literally a federal offense." A young assistant attorney general in Arizona once said. During the Great Depression laws were passed prohibiting the sale of convict-made goods on the open market. Since then the percentage of prison work has dropped dramatically from 75% to 8%, and the rising cost of incarceration is roughly $40,000 per year per prisoner.
