What sustained action should the E.U. take in support of a just and equitable peace in the Middle East?
At present the European Union policy for the Middle East supports the need for a separate Palestinian state and for Jerusalem to be shared equally between the various religions (Jewish, Muslim and Christian) that lay claim to it.
However, before the beginning of the current Intifada in September 2000, the main contributions towards resolving the crisis had come in the form of aid programs. The Palestinian territories received more continuous aid than any other region on earth, not because of the regions' poverty levels but due to it's highly charged political situation.
The money given by the E.U. to the Palestinian controlled regions, in times of lesser violence, had two purposes:
