In between the September 11 terrorist attack and the widening of the war on terror, the US suspected that the al-Qaida terrorist network closely linked to Iraq but no links were found. Late last year, George Bush widened the war on terrorism to include states that “develop weapons of mass destruction that will be used to terrorize nations”. This was mainly focused on Iraq. The Bush Administration has stated that they seek to change the government in Iraq and threaten to use force if necessary.
