I. Jails - Institutional facilities w/ 5 primary functions
A. The detain accused offenders who cannot make or are not eligible for bail prior to trial
B. They hold convicted offenders prior to sentencing
C. They serve as the principal institutions of secure confinement for offenders convicted of misdemeanors
D. They hold probationers and parolees picked up for violations and waiting for a hearing
E. The house felons when state prisons are overcrowded
1. Other jail functions and services
a) Receive individuals pending arraignment and hold them awaiting trial, conviction, or sentencing
b) Readmit probation, parole, and jail-bond violators and absconders
c) Temporarily detain juveniles pending transfer to juvenile authorities
d) Hold mentally ill persons pending their movement to appropriate health facilities
e) Hold individuals for the military, for protective custody, for contempt, and for the courts as witnesses
f) Release convicted inmates to the community on completion of sentence
g) Transfer inmates to federal, state or other authorities
h) House inmates for federal, state or other authorities because of overcrowding of their facilities
i) Relinquish custody of temporary detainees to juvenile and medical authorities
j) Sometimes operate community-based programs as alternatives to incarceration
k) Hold inmates sentenced to short terms (generally under one year)
