Preface
The PRISM initiative started in January 2000 with the establishment of a High-Level Expert Group
(HLEG) on the intangible economy. The European Commission Directorate-General for Enterprise
initiated this work with the express intention of going beyond the borders of conventional academic
research and conducting a market-centric programme of interdisciplinary enquiry in order to identify
the key issues for the business community and frame them. Its first report, published in October 2000,
presented new evidence on the influence of business intangibles on corporate performance and
productivity, together with an assessment of the implications for companies, financial markets, public
institutions and regulators.
Following on from this, a broad programme of socio-economic research was launched to expand the
initiative and bring together leading experts from the business, academic and policy communities
who are working in this field. The focus was guided by an advisory council, whose views were
ascertained via a series of interdisciplinary, business-led forums and thematic workshops.
This report represents the culmination of a two-year programme of research, case study and
dissemination directed at gaining a deeper understanding of the socio-economic issues resulting
from the influence of intangibles in the modern economy. Its findings and conclusions are
structured in line with four key themes:
The emerging new theory of the firm
Measurement implications
Issues for the business community
Policy issues.
