This statement is referring to the Design Argument, which is the longstanding view to "prove" the existence of God. The Design Argument for the existence of God also known as the Teleological Argument is an a posteriori argument based on observation of the apparent order in the Universe and the natural world, to conclude that it is not the result of mere chance, but of design. Thus the evidence of design points to a designer and the argument concludes that the designer is God. Many people would agree to the statement and would say that if the world has been designed, then there must be a designer and the designer is therefore God. However, some people would disagree that the evidence of design does imply a designer but the designer is not necessarily God.
