  Purpose:
       This is a qualitative article that used inductive research to examine the 1994 program evaluation standards. The author gives a qualitative researchers perspective on what were, at the time, the new program standards.
  Hypothesis:
       The results expected by the researchers is to show "a movement away from exclusive reliance on positivistic benchmarks by which to measure the quality of research and evaluation".
