On October 6, 2003, ICBC changed the laws by adding new rules to the Graduated Licensing Program to prevent crashes. The motive behind the new changes is to improve driving behavior and skills of new drivers. However, this new change has left many teens angry because of longer periods of stages in the process and other restrictions. However, this has left many teens angry because it makes them feel discriminated. Will this new prevention plan prevent future incidents or will it not. Till then the answer is unknown and many individuals feel as if it is against their rights as citizens.
Three major changes are made for the new learners and novice drivers in B.C. The learner stage is increased to twelve months from six months to give the new driver a longer period of time to practice their driving skills. The driver must be driving with a supervisor that is not nineteen but twenty-five years or older and the 7L license will expire in two years and not one...
