I think this quote is referring to society and human nature. If you look at American culture, for the most part, we are civilized. We have clothing, indoor plumbing and utensils. However, American culture is overflowing with unnecessary material things. Minds of Americans have been polluted and manipulated into thinking that what is on television or in magazines is what they need to have. The "true" needs and wants of humanity have been washed away by glitz and glamour of high society. These various influences have strayed Americans away from purity and wholesomenessso America is civilized, but not truthful. Other underdeveloped groups of people, for example the Ik, clearly are not civilized based on "our" idea of civilization. They do not have toilets, electronics or malls. They have very limited clothing and hunt their food, but their ideas of life have not been tainted by money and greed...
