The years following the Great War, there was a sense of altruism throughout the world. How do you keep the world from having another Great War? This questioned burned in the minds of humanitarian leaders as they figured new ways to promote peace for the future. The United States of America wanted to lessen any uneasiness between nations, and proposed a plan that would limit naval arms. In the article, "The Treaty Navy, 1919-1937," author Philip T. Rosen briefly discusses the changes made in U.S. policy to reduce naval arms, and how these limitations on naval expansion ultimately fueled the coming of a new navy that actually became "second to none."
