In my opinion, "cell yell" is not a major problem, and setting up "designated outcast zones" wouldn't be beneficial, nor would it be practical. A good part of the industrialized world uses cell phones, and they have become part of our culture. But to see them as a "problem" is to put the blame on the wrong object. People will talk loud whether they're talking directly to someone, in a phone booth, or on a cellphone. People will even talk loud when they're talking to themselves! But since people with cell phones tend to bring their conversations into more places, we tend to get more aggravated over them. In my opinion, an offended person should either stand up for themselves and ask for a little quiet when the situation arises, or mind their own damn business. We have more pertinent things to worry about, such as death and taxes.
The issue of "cell yell" is really not that big, in my opinion, and surely doesn't warrant a five paragraph essay. But we do what we must, so here goes...
