Throughout history, the world's leaders have had to persuade their subjects that they deserve the authority to rule. Leaders have used many ways to do this and have come up with many ideas on how to govern people. The best way to view this is by looking at the different rationales for the legitimacy of power, the justifications for the right or power to rule, and the different ideas on the "best" way to govern.
There have been many rationales used throughout history for the legitimacy of power. John Locke believed the basis of power should come from the people. Governments should be based on groups of men that agree and are united into a community (Doc 5). His view was that the government got its power from the people. A ruler should not be a ruler without the consent of his people. Another interesting rationale was used by Emperor Justinian. His reason behind turning everything in the government around and revoking all the established customs was that he wanted everything to be new and renamed after himself...
