The Articles of Confederation had some weak spots in them. One is that The Congress had no power to tax the only thing they could do was ask that state governments pay to support costs of the national government. Another problem is that the state governments no power over the citizens. This means that they had no laws to live by. Many farmers in debt that got their farms and homes taken away changed these weaknesses in the Articles of Confederation. They tried to attack the state government. Although they lost this attack many other farmers were concerned that their homes and farms would be taken away because of debt, so they convinced people to change the Articles of Confederation.
Fifty-five delegates also known as the Framers went the Philadelphia Convention. The more important ones are George Washington, James Madison, James Wilson, Elbridge Gerry, Roger Sherman, and Edmund Randolph.
