The text in this poem tends to be very negative as the subject of the poem isn't a happy one. In this poem, William Blake shows the world as being "despaired" and unhappy. He also shows earth blaming men for being in a "prison" as we keep it "bound" inside.
Also, Blake has personified earth to show her as a person to get the message across. "Earth raised up her head", and also show her cursing men who she seems to blame for all of this mess, "Selfish father of men, cruel, jealous, selfish fear!"
Blake also puts rhetorical questions to good use, as they make the reader think about those questions on a personal level. "Does spring hide its joy, where buds and blossoms grow?"
In my opinion, I think that Blake was trying to represent that earth is in a prison. "Break this heavy chain that does freeze my bones around." Earth is confined in this prison by our waste of natural resources and also by our waste that we just leave lying around...
