This is a commemorative speech talking about diversity, life lessons beyond college, and family values. Mrs. Bush encourages diversity, interactions between family, friends, and coworkers, and emphasizes enjoying life for what it has to offer. I think Mrs. Bush's argument is convincing, she just wants people (the girls in particular) to be happy and productive with their lives, and in turn shares her knowledge and views on life's most important, but often taken for granted relationships of friends and family.
The primary audience was a graduating class at Wellesley College. This is women in their early twenties coming from wealthier backgrounds and who are now well educated. Also hearing the speech is the University faculty and administration, as well as Mrs. Gorbachev, and the friends and families of the graduates.
