The ability to use two languages
Maximal def.
Bloomfield: the person who has native like control on both languages. He must have equal competence on both lang. A person who has equal competence on L1 and L2 is called balanced bi-lingual or am bilingual.
Minimal def.
Haugen: any person who can say anything sensible in L2.
