Several times within the Great War did countries attempt to negotiate peace, but failed greatly every time. Peace agreements or "treaty's to end hostilities" such as The Fourteen Points failed before they were even put into effect. The armistice, which was signed on the 11th of November 1918, called for a ceasefire, but this signed document by both parties didn't promise ever-lasting peace, in fact it sowed the seeds for the next World War.
In the year of 1917 the Bolsheviks overthrew Russia's government. The Socialists promised Russia the end of their participation in the World War. In May 1917 the Russian Socialists put forward their plan for "peace without annexations and indemnities" . The International Socialist Bureau offered a conference for peace based on this principle. The conference was to be held in Stockholm, Sweden but no peace agreement was settled because representatives from Britain, France and Italy did not show. The Stockholm Conference was therefore unsuccessful in bringing peace to the world, the war continued on.
