The Executive Order has long been recognized as a presidential privilege. During President Clinton's term in office several Executive Orders were passed. Among them are the Executive Order 13186 issued to protect migratory birds and the Executive Order 13061 for the American Heritage Rivers Initiative.
An Executive Order is a directive issued to executive-level agencies, department heads, or other employees from the President under the President's constitutional powers. The Executive Order after being signed by the President is officially published in the Federal Register; becomes law after thirty days. While the Executive Order does bypass the U.S. Congress and the standard legislative law making process, no part of it should be illegal or unconstitutional. As stated in the Constitution "the President shall take care that the laws be faithfully executed."
