The Making of Statue laws Parliaments usually follow a very traditional process when they make laws there are seven stages in the making of statue laws. 1. THE IDEA 2. THE FIRST READING 3. THE SECCOND READING 4. COMMITTEE STAGE 5. THE THIRD READING 6. THE UPPR HOUSE 7. ROYAL ASSENT 1.THE IDEA The idea for a new law may come from a particular political party, from members of the community or from public servants. The relevant government department is responsible for drafting the proposed legislation, or bill; if the bill is about reducing tariffs, it will be given to minister of trade and then drafted by the parliamentary council.
