ROYAL ASSENT 1.THE IDEA The idea for a new law may come from a particular political party, from members of the community or from public servants. The relevant government department is responsible for drafting the proposed legislation, or bill; if the bill is about reducing tariffs, it will be given to minister of trade and then drafted by the parliamentary council.
