The year of 1988 served as the most important milestone in the history of Hainan¡¯s development and modernization and the most significant historic transformation for Haikou. ... As the capital of the newly born province, Haikou emerged into a fresh era of opportunity and success.
Like a beautiful pearl surrounded by the breaking snow of waves and an elegant jade inlaid in the Hainan Island, Haikou City is seen as a new star propped out in the waves of China¡¯s opening-up and reform. ... A flood of both domestic and foreign investors poured into Haikou city from all directions for business opportunities. ... Haikou has been the pioneer in carrying out such innovative experiments as ¡°minor government vs major society¡±, landing visa, direct registration, and the social insurance system.
As a result, Haikou, the youngest capital city in China has been growing in an amazingly fast speed and developed from a small poor remote town to be an international garden municipal.
By taking 50 white-collars working in Haikou city as samples, the research is focus on their feelings about Hainan, their ways to give choices in leaving or staying at Haikou and some major factors that will influence their decision. Then by dealing with the investigation data, the research is hoping to provide those who will still stay at Haikou with some valuable information. ... Before 1988, Haikou with the population of 200,000 was the only city in Hainan. ... The situation was when so many people rushed into Haikou, a small town then with only several narrow streets, 2 department stores, a few hostels and several government or administrative offices, the major problem they encountered at that time was that they could find place to live. ... From then on, Haikou as well as Sanya was more like a biggest construction site than a city. And also since then, people staying at Hainan experienced a long period of bitter depression. ... In the end of 1997, only in Haikou, the area of vacant room was 4 million square meters, which means more than 300,000 population accommodation capacities. Put in other words, there is no need for Haikou to increase any real estate project even if more than 300,000 people rush into the city. But the situation is that the population of Haikou has been dropped down instead of growing.

Among all the white-collars who are now working at Haikou and being investigated, 97% are considering or have once thought to leave. There are 4 reasons for leaving:

Haikou is neither like Beijing which is the political and cultural center in China, nor like Shanghai which is our economical and financial center in China. More focus would be given to these tow big cities than to Haikou, especially when Haikou immersed the depression since 1994 and all the former attraction faded away. ... Haikou is a new and immigrant city after national special stratagem of economical development need, so there is not the traditional culture as one of the basic factors for one city to go far. There is only one university ¡ªHainan University in Haikou, unlike so many universities as Beijing, Shanghai or other big cities, which caused the constraint on person with ability and on the atmosphere of study and research. There is not even a concert hall in Haikou, no mention of any classical music or symphonic performance, no ballet or opera show, no exhibition or speech and forum. ... That is somewhat why Haikou couldn¡¯t be developed to a higher status.
