Abstract
This paper is a representation of a project proposal for the Bermuda Government. The project outlines a decentralized learning and education system, which could benefit from a modification. The modification would produce a variety of benefits including economies of scale, which is extremely important for a small government such as the Government of Bermuda. Additional benefits include better service to both internal clients (employees) and external clients such as the taxpayer, as well as encourage a knowledge management culture, which may one day grow into an organizational opportunity for better government.
The Bermuda government has learning services in numerous places. These services are managed under more than one Ministry, multiple departments and other government quangos. For example, within the Bermuda Government, training and development services are location in the Cabinet Office in Human Resources Training and Development. The Ministry of Education is responsible for Education within the public school system, as well as the National Training Board, which provides retraining, job placement, apprenticeship training.
