A strong state is one, which can support itself without the help of external financial sources. However, Pakistan has always been in a state of debt in the favor of other countries, and the World Bank. Also since it is under the regulation of the IMF, it has to keep its budget deficit level below a certain percentage of GDP. Only in trying to obtain is level Pakistan Government ends up doing many big mistakes that in fact hurt the economy.
Its policies are then focused on stabilization of the economy and not growth. There is no point of stabilizing a country that doesn't even have an infrastructure yet. All the policies focus on how to pay back debt, instead of how to use the borrowed money to develop the economy first so that after it can start become self sufficient should it start paying back the debts.
An example is in 1997 when the Country was facing debts; they decided to stop giving the subsidies to the agriculture industry to reduce the budget deficit. However, because of that production of our main industry fell dramatically, that in turn again increased the deficit. This time the government raised the taxes to generate the money, which only further burdened the people...
