  A.) Shortly after sunset in the Baya Market, Iraq, a man sets up a wooden cart full of medications and antibiotics, looks for police officers, and then waits for customers. The same medications are found at the local pharmacy down the street.
       
  B.) The man selling the medications out of the wooden cart does not require prescriptions, does not give any medical advice, and does not ask what other medications the customers are currently taking. The only thing the man in the cart has to offer are very low prices.
